Additional Comments by the California Sportfishing Protection Alliance

 

 

On January 19, 1996 the Commission provided notice that the date to file comments for the Therm II Project was extended to March 1, 1996 because of the Government furlough and weather conditions.

 

In early January 1996, the California Sportfishing Protection Alliance (hereinafter known as "CSPA") filed a petition of intervention and motion to intervene with the Commission for the Therm II Project 11310-000. The CSPA petition of intervention, among other issues, requested the Commission to require the applicant to conduct additional studies.

 

In the event the Commission feels the CSPA petition of intervention was premature, please advise the CSPA so that we have the opportunity to refile the petition with the Commission. However, we believe the CSPA petition was timely, and should be accepted by the Commission.

 

The CSPA is a member of the Oroville Recreation Advisory Committee (hereinafter known as "ORAC"). The ORAC was formed by the Commission concerning an amendment to the recreation plan by the California Department of Water Resources, licensee, for FERC Project 2100. The Therm II Project is being proposed at a project facility under the license for the FERC Project 2100.

 

At the January meeting, ORAC voted against the Therm II Project. The California Department of Water Resources is a member of ORAC, and representatives of the California Department of Water Resources voted against the Therm II Project. The Commission's staff is provided minutes of the monthly ORAC meetings. We reference the minutes of the monthly ORAC meetings.
