Creditable Evidence of Mandatory Minimum Daily Flow Violations by MID

 

13. As stated in the CSPA Complaint, we have reviewed the records for

that USGS gauging station from 1971 to 1992. We have found the following

violations of the daily environmental flow requirements as follows:

 

Water Year 1971

 

Month of November, 1970 - 26 days of violation

The recorded flows were from 4 cfs to 65 cfs below the mandatory minimum

flow requirement of 180 cfs.

The deficiency in environmental water for fish and the ecosystem not

released is about 1,222 acre-feet.

* We did not review storage levels at Lake McClure for this month.

 

Month of March, 1971 - 17 days of violation

The recorded flows were from 4 cfs to 40 cfs below the mandatory minimum

flow requirement of 180 cfs.

The deficiency in environmental water for fish and the ecosystem not

released is about 647 acre-feet.

* We did not review storage levels at Lake McClure for this month.

TOTAL DAYS OF VIOLATIONS - 43 DAYS

TOTAL DEFICIENCY OF ENVIRONMENTAL WATER NOT MET AT THE GAUGE - 1,869

Month of November, 1971 - 5 days of violation

The recorded flows were from 8 cfs to 25 cfs below the mandatory minimum

flow requirement of 180 cfs.

The deficiency in environmental water for fish and the ecosystem not

released is about 180 acre-feet.

Month of February, 1972 - 1 day of violation

The recorded flow was 18 cfs below the mandatory minimum flow

requirement of 180 cfs.

The deficiency in environmental water for fish and the ecosystem not

released is about 36 acre-feet.

Month of March, 1972 - 17 days of violation

The recorded flows were from 4 cfs to 92 cfs below the mandatory minimum

flow requirement of 180 cfs.

The deficiency in environmental water for fish and the ecosystem not

released is about 1,525 acre-feet.

The recorded flows were from 4 cfs to 28 cfs below the mandatory minimum

flow requirement of 180 cfs.

The deficiency in environmental water for fish and the ecosystem not

released is about 214 acre-feet.

Water Year 1976

 

Month of November, 1975 - 1 day of violation

The recorded flow was 11 cfs below the mandatory minimum flow

requirement of 180 cfs.

The deficiency in environmental water for fish and the ecosystem not

released is about 22 acre-feet.

 

The licensee diverted 2,740 acre-feet to the Main Canal for its own uses

for this month.

Storage at Lake McClure was 652,000 acre-feet at the first of the month

and 643,000 acre-feet at the end of the month. Dead storage is 300

acre-feet.

 

Month of January, 1976 - 8 days of violations

The recorded flows were from 14 cfs to 43 cfs below the mandatory

minimum flow requirement of 180 cfs.

The deficiency in environmental water for fish and the ecosystem not

released is about 541 acre-feet.

 

The licensee diverted 2,210 acre-feet to the Main Canal for its own uses

for this month.

Storage at Lake McClure was 624,900 acre-feet at the first of the month

and 611,400 acre-feet at the end of the month. Dead storage is 300

acre-feet.

 

Month of February, 1976 - 29 days of violation

The recorded flows were from 14 cfs to 65 cfs below the mandatory

minimum flow requirement of 180 cfs

The deficiency in environmental water for fish and the ecosystem not

released is about 1,835 acre-feet.

The licensee diverted 2,070 acre-feet to the Main Canal for its own uses

for this month.

Storage at Lake McClure was 611,400 acre-feet at the first of the month

and 618,600 acre-feet at the end of the month. Dead storage is 300

acre-feet.

 

Month of March, 1976 - 25 days of violation

The recorded flows were from 4 cfs to 65 cfs below the mandatory minimum

flow requirement of 180 cfs.

The deficiency in environmental water for fish and the ecosystem not

released is about 1,200 acre-feet.

 

The licensee diverted 44,330 acre-feet to the Main Canal for its own

uses for this month.

Storage at Lake McClure was 619,100 acre-feet at the first of the month

and 591,100 acre-feet at the end of the month. Dead storage is 300

acre-feet.

 

TOTAL DAYS OF VIOLATIONS - 63 DAYS

TOTAL DEFICIENCY OF ENVIRONMENTAL WATER NOT MET AT THE GAUGE - 3,598
