The CSPA filed a complaint to have the SWRCB finally order mandatory
daily bypass flow releases from Lopez Dam to sustain the degraded steelhead
resources of Arroyo Grande Creek. When the SWRCB issued the water right
permit to San Luis Obispo County for Lopez Dam the SWRCB failed to order
any water to be released from the dam to protect the steelhead trout resources
of Arroyo Grande Creek below the dam even though state law requires water
be released to protect fish below the dam. Steelhead were recently listed
for protection under the federal Endangered Species Act. Shown below are
some of the CSPA activities with the SWRCB in recent years.
